They are just saying that they don't want to get near the reported 650k offer that Te'o is getting from the Warriors. which is poised to turn down anyway.
or they have allocated the money for more signings (and re-signings) for 2015, and a back rower is not in their plans

If we had a million a year to spend on Smith we would have the money to match it, he is just not worth that much with the backrowers we have.

The broncs wouldn't pay Widdop 600k even when we needed a 5/8.......... why would they pay 600k for a backrower when we have plenty of them.
