Sounds to me like he's lost the captaincy, and he's been thrown this as a consolation.

The next month leading into the testimonial, I’ll find myself reminiscing on the career that I’ve had. It’s just a huge opportunity to give back to the fans who have been there for me."

“I’m not saying this is going to be my last year – it’s just going to be one of those things that will pan out throughout the year. I’m looking forward to ripping in with the boys and staying out on the field more than I did last year. To be the first of the Brisbane Broncos to get a testimonial game is a huge honour for myself. I still remember coming through the Brisbane Broncos system and playing a trial game here (at Dolphin Stadium) which is quite surreal to come back and now play a testimonial game. I have many people to thank for putting this forward. As a team, we are working really hard and preparing well for the 2021 season and this game against the Cowboys will allow us to fine tune our preparations.”

Without a doubt, but I think it's a way to strip his captaincy, and prepare him for being dropped out of the squad, while giving him a pat on the back for long service, no hard feelings. They should do the same with Macca.
