Each side has to bat at least 20 overs for it to constitute an actual game. Eng has less precipitation per year than Australia, it's just bad luck and part of the game.

True plus England doesn't get the tropical type rainfall that much of Australia receives. But if you compare the climates of London and Melbourne, you will find that Melb is a much wetter city and they are not part of the tropics. This was the most suitable time of the year for Eng to host this tourney, unfortunately it has been marred by rain thus far.
