I might be wrong but I think he was warning the chasers after the kick to stay onside or it's a penalty.

Yelling PENALTY, PENALTY is meant to help them how? Slow down for the chase. This is the fucking problem with them, why even tell them?! They aren't coaching, they aren't their mates, rules in the 1st minute at nil-nil are the same with the game at 16-16 in the 79tth minute.
